Alaska specific
The Alaska Senate Democrats have put together a summary page with links to six of the major newspapers in Alaska. When you click on the name of a paper, it takes you to the page with their specific instructions for how to get them to publish your letter.

How to write so your letter gets noticed by lawmakers
I did some poking around, and the best advice I found for writing a compelling letter to the editor comes from the Union of Concerned Scientists. Highly recommend their page here.
